QUESTION 1: Can the selected employee(s) safely perform the assigned job/task?
The human factor is the area of greatest variability, and thus the source of the majority of risks. When deciding on personnel for a job, assess whether the following listed concerns have potential to increase risk and affect safe work performance.

Can the employee(s) physically perform the assigned work?

Do employee(s) require medical clearances to perform assigned work?

Do the employee(s) have the training, proficiency, and experience to accomplish the assigned tasks, to include use of equipment?

Have employees been allowed necessary rest, do they have good mental fitness and overall high morale?

Do the assigned employee(s) consistently apply safe and healthful work practices?

Will the assigned work create situational awareness problems for employee(s)?

Will task saturation (work overload) increase risk and affect work performance?

Will stress (e.g., work, co-worker, family/friend pressures) be problematic while performing work assignment?

Will peer pressure increase risk level and affect safety?

Are employee(s) able to adapt to a changing environment?

Have clear performance expectations been communicated to employee(s) and were they understood?

Can the employee(s) communicate (e.g., radio, telephone) effectively with others in the area of operations?
